Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 15.2-2119.3 as follows:

§ 15.2-2119.3. Sustainable infrastructure financial assistance.

The City of Richmond may by ordinance  [ development  develop ] criteria for financial assistance to customers for plumbing repairs and the replacement of water-inefficient appliances.
