Be it enacted by the General Assembly of Virginia:

1. That § 15.2-2119.2 of the Code of Virginia is amended and reenacted as follows:

§ 15.2-2119.2. Discounted fees and charges for certain customers.

Any The City of Richmond or any locality that is the owner of a water and sewer system and that has a population density of 200 persons per square mile or less by ordinance may develop criteria for providing discounted water and sewer fees and charges for low-income, elderly, and disabled customers.
