Be it enacted by the General Assembly of Virginia:

1. That § 15.2-2119.2 of the Code of Virginia is amended and reenacted as follows:

§ 15.2-2119.2. Discounted fees and charges for certain low-income and disabled customers.

Any locality that is the owner of a water and sewer system  [  and that has a population density of 200 persons per square mile or less  and that has a population density of 200 persons per square mile or less, and the Town of Louisa,  ] by ordinance may develop criteria for providing discounted water and sewer fees and charges for low-income and disabled customers.
