SUMMARY AS PASSED:

School boards; releases from state regulations. Requires any school board that has requested a release from certain state regulations to provide a description of how the release from the state regulation is designed to increase the quality of instruction and improve the achievement of students in the affected school or schools. The bill permits the Board of Education to grant and renew such releases for a period of up to five years. The bill also permits the Board of Education to grant local school boards waivers of specific staffing requirements that would permit the school board to assign instructional personnel to the schools with the greatest needs, provided that the local school board demonstrates that the waiver will increase the quality of instruction and improve the achievement of students in the affected school or schools.

Requires any school board that has requested a release from certain state regulations to demonstrate that the release from the state regulation will increase the quality of instruction and improve the achievement of students in the affected school or schools. The bill requires the Board of Education to provide (i) guidance to any local school division that requests releases from state regulations and (ii) information about opportunities to form partnerships with other agencies or entities to any local school division in which the school or schools granted releases from state regulations have demonstrated improvement in the quality of instruction and the achievement of students. The bill permits the Board of Education to grant and renew such releases for a period of up to five years. The bill also permits the Board of Education to grant local school boards waivers of specific staffing requirements, renewable in up to five-year increments, that would permit the school board to assign instructional personnel to the schools with the greatest needs, provided that the local school board provides a description of how the waiver will increase the quality of instruction and improve the achievement of students in the affected school or schools.
