SUMMARY AS PASSED HOUSE: (all summaries)

Property Owners' Association Act; home-based businesses permitted. Provides that, except to the extent the declaration or rules and regulations duly adopted pursuant thereto expressly provide otherwise, no association shall prohibit any lot owner from operating a home-based business on his lot. The bill allows an association to establish reasonable restrictions as to (i) the time, place, and manner of the operation of a home-based business and (ii) the size, placement, duration, and manner of the placement or display of any signs on the owner's lot related to such business. The bill requires any home-based business to comply with all applicable local ordinances and provides that the General Assembly finds that the bill's objectives serve the public interest by promoting Virginia's small businesses.
