SUMMARY AS PASSED HOUSE:
Examination of driver's license applicants. Provides that no person who is at least 19 years old and who fails DMV's driver knowledge exam three times can take the exam a fourth time until he successfully completes a course of instruction based on the Virginia Driver's Manual offered by a licensed driver training school.
