Be it enacted by the General Assembly of Virginia:

1.  § 1. The Department of Game and Inland Fisheries and the Virginia Marine Resources Commission shall cooperatively inventory those nontidal waters that (i) flow above state-owned bottomlands and (ii) may be used by the public for recreational activities, including fishing. Each agency shall make the inventory available to the public through its website. An agency decision regarding the listing of particular waters shall not constitute a legal determination or affect land ownership.
