Be it enacted by the General Assembly of Virginia:

1.  § 1. That the Governor is authorized to request federal funds to construct a new 240-bed veterans care center located in the Northern Virginia region of the Commonwealth. After the U.S. Department of Veterans Affairs has determined that federal funds will be allocated for the new center, the State Treasurer shall advance a loan of up to $20 million to the Department of Veterans Services for the state share of the construction in the form of a short-term treasury loan, with no interest.
