Richard Bland College is hereby authorized to enter into a comprehensive agreement with Southside Medical Center to lease Ernst Hall to the Nursing School for educational purposes.  The College, in consultation with the Office of the Attorney General and the Department of General Services, may develop an agreement whereby the hospital shall renovate Ernst Hall and then occupy the facility rent-free for a number of years based on the cost of the renovation.  The lease agreement shall be approved by the Office of the Attorney General and the Department of General Services.
