SUMMARY AS PASSED:
Roll-your-own cigarette machines. Declares that any person who maintains, operates, or rents a roll-your-own cigarette machine at a retail establishment for use by a consumer is a manufacturer of cigarettes, and resulting products from the machine are cigarettes. Under the bill, a person who purchases a cigarette rolling machine for personal use to make cigarettes for personal consumption would not be deemed a manufacturer. This bill is identical to HB 314.
