WHEREAS, Cecil Hamilton Bailey, Jr., a noted businessman, community volunteer, and former doorkeeper for the Virginia General Assembly, died on July 16, 2011; and
WHEREAS, Cecil Bailey attended Wake Forest University and the University of Richmond, interrupting his studies for military service, and graduated from Mars Hill College; and
WHEREAS, a proud member of the United States Army, Cecil Bailey served as a forward observer during the Korean War, giving coordinates to fellow soldiers who could then aim artillery; and
WHEREAS, after the war, Cecil Bailey returned to Richmond and eventually joined C.F. Sauer Company, where he enjoyed a successful 31-year career; as general sales manager, he played a vital role in ensuring the company’s success by motivating and educating sales staff; and
WHEREAS, Cecil Bailey made numerous contributions not only to C.F. Sauer Company, but also to other professionals in the area through his service as president of the Richmond chapter of the American Marketing Association; and
WHEREAS, Cecil Bailey was also a certified meeting planner who served as president of the Virginia Chapter of Meeting Professionals International; his efforts to encourage and support rising meeting professionals earned him the chapter’s mentor award for three years, at which point it was renamed in his honor; and
WHEREAS, Cecil Bailey went on to open his own company, Meeting Needs Unlimited, and provided his clients with superior customer service as he planned their meetings and events; and
WHEREAS, a man of many interests, Cecil Bailey remained active during retirement, volunteering at Lewis Ginter Botanical Garden and serving as a faithful doorkeeper with the Virginia General Assembly; and
WHEREAS, throughout his life, Cecil Bailey enjoyed a love of music that he shared as a former member of the Richmond Orchestra and Richmond Choral Society; and
WHEREAS, actively involved in the community, Cecil Bailey provided thoughtful guidance and insight while a member on the Richmond Area Advisory Board of the Salvation Army and enjoyed worship, fellowship, and service as a member of Richmond’s First Baptist Church; and
WHEREAS, a devoted family man whose family and friends will remember his positive attitude and generous heart, Cecil Bailey leaves behind to cherish his memory, his wife of 57 years, Rosalie; his children, Stuart and Elizabeth and their families; and numerous other family members and friends; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of a respected citizen of the Commonwealth, Cecil Hamilton Bailey, Jr.; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Cecil Hamilton Bailey, Jr., as an expression of the General Assembly’s respect for his memory and service to the members of the General Assembly.
