SUMMARY AS INTRODUCED:
Virginia Racing Commission; limited licenses; licensing of limited duration meetings. Authorizes the Virginia Racing Commission to issue a limited duration license to owners of harness or Thoroughbred racing facilities provided that the owner or operator is a fair and a member of the Virginia Association of Fairs, Inc., or its successor not-for-profit association. The bill also provides that the prohibition on contributions to candidates for public office or public officer holders does not apply to a limited licensee when (i) the limited licensee has been granted tax exempt status under § 501(c)(3) or 501(c)(4) of the Internal Revenue Code, and (ii) the duration of race meeting or meetings under the limited license is in aggregate three days or less in any calendar year.
