HB 1898 Abduction of minors; for sexual purposes, penalty.

SUMMARY AS PASSED:

Abduction; forced labor or services. Provides that abduction of any person for the purpose of prostitution or of a minor for the purpose of manufacturing child pornography is a Class 2 felony. The bill also provides that any person who receives any money or other valuable thing for or on account of causing any person to engage in forced labor or services, concubinage, prostitution, or the manufacture of any obscene material or child pornography is guilty of a Class 4 felony.

SUMMARY AS PASSED HOUSE:

Abduction of a minor. Provides that abduction of any minor for the purpose of concubinage, prostitution, or the manufacture of any obscene material or child pornography is a Class 2 felony. The bill also provides that abduction of any adult for the purpose of concubinage or prostitution is a Class 4 felony. The bill also provides that any person who receives any money or other valuable thing for or on account of causing any person to engage in forced labor or services, concubinage, prostitution, or the manufacture of any obscene material or child pornography shall be guilty of a Class 4 felony.

SUMMARY AS INTRODUCED:

Commercial sex acts with minors. Expands definition of abduction to include commercial sexual activity involving minors. The bill also expands the definition of abduction for purposes of sexual activity with a minor to include not only concubinage and prostitution but also pornography and sexual performances. The bill also punishes as abduction the use of a minor in the preparation of obscenity.
