WHEREAS, Franklin Foster Smith of Northern Virginia celebrated 70 years with the Boy Scouts of America in 2010; and

WHEREAS, born November 5, 1930, Franklin “Frank” Smith became a Cub Scout when he was 10 years old and continued with the program during his adolescent years, earning his Eagle Scout rank in 1949, the first of his troop to do so; and

WHEREAS, Frank Smith’s formative years with the Boys Scouts helped mold a man of great integrity committed to serving those around him; he continued his participation with the organization as he embarked on an exemplary 26-year career with the United States Coast Guard; and

WHEREAS, after his retirement, Frank Smith went back to school and became certified to teach; he taught at Beech Tree Elementary School and Clearview Elementary School in Fairfax County for 20 years, influencing new generations and mentoring countless youth as a Boy Scout troop leader; and

WHEREAS, Frank Smith began his involvement with the Boy Scouts on a district level in the early 1990s, serving as the camping chair and then advancement chair of the Patawomeck District and now serving as the Powhatan District Advancement Committee chair; and

WHEREAS, an admired and beloved leader, Frank Smith was recognized for his tremendous contributions to Scouting with the prestigious Silver Beaver Award from the National Capital Area Council of the Boy Scouts of America; and

WHEREAS, during the course of the past 70 years, Frank Smith has served as an Eagle advisor for over 250 young men, guiding and directing them as they earned their merit badges and completed extensive service projects; and

WHEREAS, Frank Smith has been influential in not only the lives of the young men in Boy Scouts but has helped shape the future of Scouting by training adult leaders; and

WHEREAS, a trustworthy, loyal, helpful, friendly, courteous, kind, obedient, cheerful, thrifty, clean, brave, and reverent man, Frank Smith embodies the qualities to which every Boy Scout aspires; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Franklin Foster Smith on his 70-year anniversary with the Boy Scouts of America; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Franklin Foster Smith as an expression of the General Assembly’s congratulations and admiration for his commitment to the youth of the Commonwealth.
