HOUSE JOINT RESOLUTION NO. 719
Designating February 2, in 2011 and in each succeeding year, as Patient Safety Day in Virginia.

WHEREAS, Virginia hospitals and health systems deliver health care twenty-four hours a day, seven days a week and in 2009 accounted for 880,000 inpatient days and 881,000 outpatient days, treated 3.3 million patients in emergency departments, and delivered 92,000 babies; and

WHEREAS, the quality of health care delivered by Virginia providers is among the best in the country but health care providers always are working to improve it; and

WHEREAS, Virginia hospitals and health systems take a proactive approach to improving the quality of the health care they deliver and continually seek to increase patient safety and satisfaction; and

WHEREAS, health care providers are required to review the quality and safety of the health care they administer and fix problems, and it is widely recognized that this review is most effective at improving care when providers can discuss care quality and safety issues confidentially; and

WHEREAS, through candid investigation, discussion and analysis of care delivery, Virginia hospitals and health systems have reduced health care-associated infections, allergic reactions, falls and other preventable adverse events; and

WHEREAS, taken together, protection of quality and safety improvement efforts and consistent, marginal cap increases will lead to a stronger, safer, and more effective health care system for all Virginians; and

WHEREAS, through increased awareness of patient safety, we can continue to improve the quality of health care in the Commonwealth; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly designate February 2, in 2011 and in each succeeding year, as Patient Safety Day in Virginia; and, be it

RESOLVED FURTHER, That the General Assembly encourage all Virginians to take an active role in improving their health status and the health status of their communities; and, be it

RESOLVED FINALLY, That the Clerk of the House of Delegates post the designation of this day on the General Assembly’s website.
