11103540DWhereas, Carol Arwood Rivers worked full time for the Lonesome Pine Regional Library in Scott County from December 1976 until April 1991; and
Whereas, Lonesome Pine Regional Library was not a member of the Virginia Retirement System when Ms. Rivers began her employment there; and
Whereas, when Lonesome Pine Regional Library joined the Virginia Retirement System, the employees were given the option to buy service credit for their years of service at Lonesome Pine Regional Library; and
Whereas, Ms. Rivers desired to purchase Virginia Retirement System credit for her years of service at Lonesome Pine Regional Library and actually applied for the purchase of prior service credit; however, her supervisor would not allow her to buy the service credit; and
Whereas, when Ms. Rivers left the Lonesome Pine Regional Library she began work at Mountain Empire Community College, where she worked for approximately eight years until she retired effective January 2000 at age 62; and
Whereas, Ms. Rivers is receiving a Virginia Retirement System retirement benefit but is not receiving the benefit of her years of service at the Lonesome Pine Regional Library; and
Whereas, Carol Arwood Rivers has no other means to obtain adequate relief except by action of this body; now, therefore,
Be it enacted by the General Assembly of Virginia:
1. § 1. That Carol Arwood Rivers be allowed to buy her service credit for her years of service at the Lonesome Pine Regional Library and that the Virginia Retirement System recompute her retirement benefit to include her years of service at the Lonesome Pine Regional Library upon execution of a release of all claims she may have against the Commonwealth or any agency, instrumentality, officer, employee, or political subdivision in connection with the aforesaid occurrence.
