11103832DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 54.1-4201.2 as follows:
§ 54.1-4201.2. Notice of Virginia firearms law.
A. 1. The Virginia Department of State Police, as part of its Virginia Firearms Transaction Program, shall develop written materials suitable for distribution at firearms shows, and that may be printed on no more than two sides of an 8 1/2" x 14" sheet of paper, that set forth summaries of state and federal statutory law and reference the appropriate statutory citations addressing the purchase and possession of firearms in the Commonwealth, including but not limited to (i) the requirements of dealers in firearms to obtain the criminal history record information of prospective purchasers, (ii) the existence of a list of those persons prohibited from purchasing or possessing firearms, (iii) the prohibition against purchasing a firearm on behalf of an individual otherwise prohibited from purchasing or possessing a firearm, and (iv) requirements specific to residents of other states who seek to purchase firearms in Virginia. Such information shall be made readily available on the website of the Virginia Department of State Police and be updated from time to time as relevant portions of the Code of Virginia may be amended.
2. Each dealer in firearms and any other person that offers a firearm for sale, transfer, or exchange at booth, table, or any other fixed location at a firearms show shall prominently display a copy of the written materials described in subsection 1, and shall make copies of the written materials available for distribution to customers.
3. A firearms show organizer shall prominently display the written materials described in subdivision 1 at the entrance of a firearms show and shall make such information available through a link to the Virginia Department of State Police website, if the organizer maintains a website.
B. 1. The Virginia Department of State Police shall develop written materials that set forth summaries of state statutory law and reference the appropriate statutory citations concerning the possession of firearms, including but not limited to (i) the locations where the carrying of firearms is prohibited, (ii) the transport of firearms, and (iii) the penalties for violating such laws. Such information shall be made readily available on the website of the Virginia Department of State Police and be updated from time to time as relevant portions of the Code of Virginia may be amended.
2. A firearms show organizer shall make available at the entrance to a firearms show brochures or posters that include the information set forth in subdivision 1. If tickets or an admittance fee is required for patrons to enter the firearms show, the brochures or posters shall be prominently displayed at or near the point of ticket or fee collection.
