084709687WHEREAS, current and future risks threaten the country's energy security; and
WHEREAS, currently, renewable energy represents just six percent of the energy consumed in the United States; and
WHEREAS, farmers, ranchers and forest landowners have established a vision to provide solutions from the land to meet the country's energy needs; and
WHEREAS, that vision, which was developed in consultation with more than 400 groups, calls for the development of a plan for accelerating the transition to America's renewable energy future; and
WHEREAS, the goal of the "25X'25 Action Plan: Charting America's Energy Future" is that by the year 2025, America's farms, forests and ranches will provide 25 percent of the total energy consumed in the United States, while continuing to produce safe, abundant, and affordable food, feed and fiber; and
WHEREAS, this action plan provides a policy framework and serves as guidance for the public and policymakers in setting a new course for the country; and
WHEREAS, specifically, it calls for development of policies that support (i) increasing the production of renewable energy, (ii) delivering renewable energy to markets, (iii) expanding renewable energy markets; (iv) improving energy efficiency and productivity, and (v) strengthening conservation of natural resources and the environment; and
WHEREAS, the projected benefits of achieving the goal of the action plan include (i) an increase of $700 billion in new economic activity annually by 2025, (ii) an increase in farm income of $180 billion, including $37 billion in 2025 alone, (iii) the creation of four to five million new jobs, (iv) a reduction in oil consumption by 2.5 million barrels per day, and (v) a reduction in greenhouse gas emissions by one billion tons; now, therefore, be it
RESOLVED by the House of Delegates, That the General Assembly express its support for the 25X'25 Project.
