076733840WHEREAS, Frederick P. Parker of Manakin-Sabot, a beloved citizen and outstanding volunteer, is recognized for his longtime service to his community; and
WHEREAS, Frederick “Fred” Parker, who has Lou Gehrig’s disease, has never let his illness hamper his enthusiasm and passion for community service; and
WHEREAS, after owning his own draft and design firm, Fred Parker decided to give back to his community by volunteering with the Goochland County Volunteer Fire-Rescue Association; and
WHEREAS, determined to receive the training he needed to be an effective volunteer, Fred Parker traveled from his home in Goochland to Farmville to complete the necessary emergency management technician (EMT) classes to become certified; and
WHEREAS, Fred Parker volunteered for Manakin Company 1, first as its rescue captain and then as district chief; and
WHEREAS, to gain as much experience in emergency management as possible, Fred Parker became an associate member of the Tuckahoe Volunteer Rescue Squad, serving from 1996 to 1999; and
WHEREAS, in 1997, Fred Parker joined the Medical College of Virginia Center as an instructor and invaluable member of its trauma and critical care training unit, teaching classes in cardiopulmonary resuscitation (CPR), advanced cardiac life support, pediatric advanced life support, and pre-hospital trauma life support; and
WHEREAS, as an experienced emergency management administrator, Fred Parker joined the Henrico County Fire Department in 1999 as a firefighter/paramedic, assuming the duties of lieutenant in charge of Station 14; and
WHEREAS, as his crowning achievement, Fred Parker is especially proud of his role as advanced life support coordinator for all of Goochland County, attaining the rank of staff captain in 2001; and
WHEREAS, Fred Parker has been honored with many awards and accolades over the years for his extraordinary service to his fellow citizens, including the Old Dominion Emergency Medical Services Alliance's ODEMSA Regional Award for Excellence in emergency management services (EMS) and as a nominee for the Governor’s Award for Excellence in EMS; and
WHEREAS, among his many credentials, Fred Parker has earned certifications in pediatric life support, fire instruction, pre-hospital trauma life support, as well as national registration as an EMT paramedic; and
WHEREAS, the citizens of Henrico and Goochland counties consider Fred Parker a hero and the Goochland County Volunteer Fire-Rescue Association, the Tuckahoe Volunteer Rescue Squad, and the Henrico County Fire Department are indebted to him for his selfless dedication and invaluable service to their organizations; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend Frederick P. Parker for his longtime public service to the citizens of the Commonwealth; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Frederick P. Parker as an expression of the General Assembly’s gratitude for his numerous achievements and his commitment to quality emergency management services in Virginia.
