Be it enacted by the General Assembly of Virginia:

1. § 1. That neither the Commonwealth Transportation Board nor the Commonwealth Transportation Commissioner shall promulgate any regulation that diminishes funds allocated or allocable to any county for use under the Rural Addition Program by reason of any county ordinance authorizing the taking of private roads not built to standards set by the Department of Transportation or construction of subdivisions streets built to standards other than those established by the Department.
