CHAPTER 439
An Act to authorize the Department of General Services to impose a declaration of historic preservation covenants and agreements against the fee title interest of the Commonwealth in the Old City Hall located in Richmond, Virginia.

Be it enacted by the General Assembly of Virginia:

1.  § 1. For purposes of historic preservation, the Director of the Department of General Services is authorized to impose of record, in the Circuit Court of the City of Richmond, a declaration of historic preservation restrictive covenants and agreements against the fee title interest of the Commonwealth in the real estate, with improvements, located on East Broad Street in the City of Richmond, Virginia, known as "Old City Hall," which property is currently designated as both a Virginia and National Historic Landmark.  The terms of the restrictive covenants and agreements shall be subject to approval by the Governor, and the Attorney General shall approve the form of the instrument imposing the restrictions.  The declaration shall run in favor of the Historic Richmond Foundation - The William Byrd Branch of APVA Preservation Virginia and shall afford reasonable access to the Old City Hall by representatives thereof for purposes of inspections, and those provisions in § 4-4.01 of the 2006 Appropriations Act designed to promote the historic and architectural integrity of State-owned Registered Virginia Landmarks shall be made a part of the declaration.
