Study; funding options for Chesapeake Bay cleanup; report.  Establishes an eight-member joint subcommittee to study options to provide a long-term funding source to clean up Virginia's polluted waters, including the Chesapeake Bay and its tributaries. The six legislative members are the chairmen of the money committees and the chairmen of the committees of oversight in the House and Senate. The Secretary of Natural Resources and the Secretary of Agriculture or their designees serve as ex officio voting members.
