050424332Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 1-13.19:2 as follows:
§ 1-13.19:2. Person aggrieved; party aggrieved.
"Person aggrieved," "party aggrieved," or words of similar import used to determine who has standing to seek relief in a proceeding includes any association whose members are individuals or whose members are associations of individuals where (i) any individual member of the association would otherwise have standing to sue in his own right, (ii) the interests the association seeks to protect are germane to the association's purpose, and (iii) neither the claim asserted nor the relief requested requires the participation in the proceeding of the individual members.
