SUMMARY AS PASSED:

Memorializing Congress; defense of marriage. Urges Congress to propose a federal constitutional amendment to provide that (i) marriage shall consist only of the legal union between a man and a woman; and (ii) the uniting of persons of the same or opposite sex in a civil union, domestic partnership or other analogous relationship shall not be recognized in the United States. This resolution is identical HJR 187.

SUMMARY AS PASSED SENATE:

Memorializing Congress; defense of marriage. Urges Congress to propose a federal consititutional amendment to provide that (i) marriage shall consist only of the legal union between a man and a woman; (ii) the uniting of persons of the same or opposite-sex in a civil union, domestic partnership or other analogous relationship shall not be recognized in the United States; and (iii) neither the federal government nor any state shall predicate benefits, privileges, rights or immunities on the existence, recognition, or presumption of nonmarital sexual conduct or nonmarital relationships, with the exception of children, parents, and guardians.
