047495472RESOLVED by the House of Delegates, the Senate concurring, a majority of the members elected to each house agreeing, That the following amendment to the Constitution of Virginia be, and the same hereby is, proposed and referred to the General Assembly at its first regular session held after the next general election of members of the House of Delegates for its concurrence in conformity with the provisions of Section 1 of Article XII of the Constitution of Virginia, namely:
Amend the Constitution of Virginia by adding in Article X as section numbered 8-A as follows:
Section 8-A. Appropriations not to exceed revenue; exceptions.
No appropriation shall be made, nor any expenditure authorized by the General Assembly, whereby the expenditure of the Commonwealth, during any fiscal year, shall exceed the total revenue then provided for by law and applicable for such appropriation or expenditure, unless the General Assembly making such appropriation shall provide for levying a sufficient tax to pay such appropriation or expenditure within such fiscal year. This provision shall not apply to appropriations or expenditures to suppress insurrection, defend the Commonwealth, or assist in defending the United States in time of war.
