The General Assembly declares as its existing public policy that the Commonwealth of Virginia does not recognize a marriage, civil union, partnership contract or other arrangement purporting to bestow the privileges or obligations of marriage under the laws of another state or territory of the United States unless such marriage conforms to the provisions of Chapter 2 of Title 20 (§§ 20-13 et seq.).
