Collection of rents and royalties for the use of state-owned bottomlands. Directs the Virginia Delegation to the Chesapeake Bay Commission to study the collection of rents and royalties for the use of state-owned bottomlands. In conducting its study, the Virginia Delegation is to examine (i) the current moratorium on the collection of rents and royalties, (ii) establishment of a regulatory framework for use of state waters and bottomlands, and (iii) proposals by the Virginia Institute of Marine Science regarding shallow water management.
