WHEREAS, Judge Jere Malcolm Harris Willis, Jr., since September 2002 the senior judge of the Court of Appeals of Virginia, has for more than 40 years rendered distinguished service to the citizens of Fredericksburg and the Commonwealth; and
WHEREAS, a native of Baltimore, Judge Willis graduated from the Fredericksburg public schools, earned his undergraduate degree from Hampden-Sydney College, and received his law degree from the University of Virginia; and
WHEREAS, from 1960 to 1963, Judge Willis served on the Fredericksburg City Council, followed by a 10-year term as Fredericksburg Commonwealth's Attorney; and
WHEREAS, in 1975, Judge Willis was appointed to the Fifteenth Judicial Circuit of Virginia, where he served until 1989, when he was appointed to the Court of Appeals of Virginia; and
WHEREAS, Judge Willis has represented both the Central Region of Circuit Courts and the Court of Appeals on the Executive Committee of the Judicial Conference, which he also served as chairman of the Education Committee; and
WHEREAS, a member of the Fredericksburg Area, Virginia, and American Bar Associations, Judge Willis is a former president of the Fredericksburg Area Bar Association and former chairman of the Virginia State Bar Committee on Insurance for Members; and
WHEREAS, devoted to his community of Fredericksburg, Judge Willis has volunteered his time and talents to a variety of organizations, including Mary Washington College, the Fredericksburg Volunteer Rescue Squad, and the Fredericksburg Chapter of the Virginia Museum of Fine Arts; and
WHEREAS, over a judicial career that spans more than a quarter-century, Judge Willis has served the citizens of the Commonwealth with uncommon dedication, compassion, and wisdom; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That Judge Jere Malcolm Harris Willis, Jr., be hereby commended for his exceptional devotion to his profession, to his community, and to the Commonwealth; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Judge Jere Malcolm Harris Willis, Jr., as an expression of the admiration and appreciation of the General Assembly.
