HOUSE JOINT RESOLUTION NO. 432
Celebrating the life of Herbert A. Marshall.

WHEREAS, Herbert A. Marshall of Norfolk, a retired educator who taught at Norfolk State University for more than 40 years, died on February 16, 2002; and

WHEREAS, a native of Cleveland, Ohio, Herbert Marshall attended the Cleveland public schools, earned his undergraduate degree and ranked first in his class at Virginia Union University, and received his master's degree from Western Reserve University; and

WHEREAS, Herbert Marshall was awarded an honorary Doctor of Humane Letters degree by the Virginia Seminary; and

WHEREAS, Herbert Marshall began his career as an educator in 1939 and held numerous positions at Norfolk State University, from which he retired in 1981 as director of the Division of Continuing Education; and

WHEREAS, while at Norfolk State University, Herbert Marshall spearheaded the production of and hosted a television public affairs program entitled "Pride"; and

WHEREAS, Herbert Marshall chaired the Norfolk Committee for the Improvement of Education; served on the boards of the Hunton YMCA, the Central Council of the Boy Scouts of America, and the Norfolk Community Services Board; and helped to develop an area NAACP Youth Council; and

WHEREAS, Herbert Marshall served as president of the Virginia Teachers' Association, was a 60-year member of Omega Psi Phi Fraternity, and was chosen Man of the Year in 1972; and

WHEREAS, a devoted member of the Bank Street Memorial Baptist Church, Herbert Marshall was a Sunday School teacher, a member of the chorus, church historian and contributing editor to the newsletter, and he served on the Deacon Board and on the Board of Christian Education; and

WHEREAS, Herbert Marshall was a man devoted to his family, his church, his profession, and his community, and he will be missed by them all; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly mourn the passing of an outstanding citizen of Norfolk, Herbert A. Marshall; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Herbert A. Marshall as an expression of the esteem in which his memory is held by the members of the General Assembly.
