WHEREAS, in 1951, in response to great public interest, the General Assembly passed a resolution to study Virginia's ports and determine how they might more effectively compete for import–export trade with the nations of the world; and

WHEREAS, a nine-member commission, representing the Commonwealth as a whole, was appointed to conduct the study and ascertain what needed to be done to improve the competitive position of Virginia's ports; and

WHEREAS, the resulting report, known as the Roberts Commission Report, recommended that the General Assembly establish the Virginia State Ports Authority; and

WHEREAS, as a result of the Roberts Commission Report, the Virginia State Ports Authority (now the Virginia Port Authority) was created by an act of the General Assembly on February 19, 1952, and the Authority commenced operations on July 15, 1952; and

WHEREAS, on July 15, 2002, the Virginia Port Authority will mark the 50th anniversary of its founding; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend the Virginia Port Authority on the occasion of its golden anniversary; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Virginia Port Authority in honor of its 50 years of outstanding service to the Commonwealth.
