HOUSE BILL NO. 941 AMENDMENT IN THE NATURE OF A SUBSTITUTE (Proposed by the House Committee on Agriculture, Chesapeake and Natural Resources on January 23, 2002) (Patron Prior to Substitute-- Delegate Morgan) A BILL to amend and reenact the second enactment of Chapter 1010 of the Acts of Assembly of 2000, as amended by Chapter 407 of the Acts of Assembly of 2001, and to amend and reenact the second enactment of Chapter 727 of the Acts of Assembly of 2001, relating to animal pounds and shelters; civil penalties.

Be it enacted by the General Assembly of Virginia:

1. That the second enactment of Chapter 1010 of the Acts of Assembly of 2000, as amended by Chapter 407 of the Acts of Assembly of 2001, is amended and reenacted as follows:

2. That the provisions of this act providing for civil penalties as added in subsection H of § 3.1-796.96 and subsection C of § 3.1-796.120 shall become effective on January 1, 2002, 2003, and that the remainder of those sections shall remain in effect as of January 1, 2002.

2. That the second enactment of Chapter 727 of the Acts of Assembly of 2001, is amended and reenacted as follows:

2. That the provisions of this act providing for civil penalties as added in subsection E of § 3.1-796.96:2 shall become effective on January 1, 2002 2003, and that the remainder of that section shall remain in effect as of January 1, 2002.

3. That the provisions of the first and the second enactments of this act shall become retroactively effective on January 1, 2002.

4. That an emergency exists and this act is in force from its passage.
