Be it enacted by the General Assembly of Virginia:

1. § 1. The Governor of Virginia shall require a financial and management audit of all state agencies, independent agencies, and all instrumentalities except localities. Such audits shall be conducted by private auditing firms, and the Governor shall ensure that these audits shall be completed and the resulting report available to the General Assembly by November 30, 2003.

The audits shall be conducted on a schedule approved by the Governor and shall include peer reviews of agencies in other states with similar operations to determine how efficient Virginia is compared to other states, as well as how agencies and instrumentalities are achieving their intended goals as stated in each agency's mission statement, strategic plan, performance goals and objectives. The audit shall, at a minimum, detail the activities of each agency that is not meeting itsspecific goals and objectives in a cost-effective manner. The cost of each audit shall be paid from funds appropriated to each agency during the 2002-2004 biennium.

2. The chairman of the Senate Finance Committee and the chairman of the House Appropriations Committee shall establish a joint subcommittee to review the audits as they become available, examine the results of the audits, and make recommendations to improve the efficiency of each agency. The reports of the joint subcommittee shall be completed by December 31, 2003.

3. That the provisions of this act shall expire on December 31, 2003.
