WHEREAS, the Department of Rehabilitative Services maintains a central registry of persons who sustain spinal cord injuries other than through disease and brain injuries in order to facilitate the provision of appropriate rehabilitation services; and
WHEREAS, the registry is intended to provide client identification, follow-up and outreach, maintain accurate records, and provide analysis of such data for program, policy, and fiscal planning purposes; and
WHEREAS, every hospital and attending physician is required to report expeditiously the identification of any person sustaining spinal cord or brain injuries; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the Department of Rehabilitative Services study the efficiency and effectiveness of the operation of the central registry for spinal cord and brain injuries. Among other things, the Department shall examine (i) the proper placement of the central registry and whether the registry should be located in the Department of Health, (ii) the definitions of injuries that qualify for placement on the registry and therefore for services coordinated by the Department, (iii) whether additional health care providers and facilities should be required to report, and (iv) the appropriate time frame for these reports to occur.
All agencies of the Commonwealth shall provide assistance to the Department of Rehabilitative Services for this study, upon request.
The Department of Rehabilitative Services shall complete its work in time to submit its findings and recommendations to the Governor and the 2001 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
