Be it enacted by the General Assembly of Virginia:

1. That § 12.1-7 of the Code of Virginia is amended and reenacted as follows:

§ 12.1-7. Chairman; areas of responsibility.

The Commission shall annually elect one of its members chairman for a one-year term commencing on February 1 of each year. Following such election, the Chairman shall allocate areas of specialty among the members. The members shall rotate areas of specialty and responsibility no less often than every two years, and no member shall retain responsibility over the same subject matter area longer than two years in any six-year period.
