Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding sections numbered 15.2-900.1, 15.2-2286.1 and 36-105.3 as follows:

§ 15.2-900.1. Volunteer property maintenance inspectors.

Any locality may by ordinance provide that the agency charged with the enforcement of local property maintenance ordinances establish and supervise trained and qualified volunteers to inspect and enforce violations of such local property maintenance ordinances. Property maintenance ordinances includes ordinances regulating overgrowth of grass and weeds, litter, and other property maintenance issues. Such volunteers shall have any and all immunity provided to an employee of the locality doing an identical job.

§ 15.2-2286.1. Volunteer zoning inspectors.

Any locality may by ordinance provide that the agency charged with the enforcement of local zoning ordinances establish and supervise trained and qualified volunteers to inspect and enforce violations of such zoning ordinances. For purposes of enforcement, such volunteers shall be considered a part of the local zoning department. Such volunteers shall have any and all immunity provided to an employee of the city doing an identical job.

§ 36-105.3. Volunteer Building Code inspectors.

The local governing body of any city, county or town may by ordinance provide that the agency charged with the enforcement of the Building Code establish and supervise trained and qualified volunteers to inspect and enforce violations of the Building Code. For purposes of enforcement, and the provisions of § 36-105, such volunteers shall be considered a part of the local building department or a part of the agency or department designated by the local governing body to inspect and enforce the Building Code for existing buildings and structures. Such volunteers shall have any and all immunity provided to an employee of the city, county or town doing an identical job.
