Claims; Webb, Troy L. Provides $375,000 in relief for Troy L. Webb, who was wrongfully incarcerated for crimes which he did not commit. Mr. Webb petitioned the Governor for executive clemency and was granted an absolute pardon in 1996 for all offenses for which he was convicted. Of the total amount, $225,000 is payable over 10 years through an annuity.
