Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Chapter 12 of Title 6.1 a section numbered 6.1-378.3 as follows:

§ 6.1-378.3. Sale or issuance of bearer money orders; prohibition.

A. No licensee shall sell or issue, or allow its agents to sell or issue money orders that do not designate a specific payee.

B. In addition to the license revocation provisions of § 6.1-374, a licensee violating any provision of this section shall be subject to injunction by the Commission or by a court of competent jurisdiction on motion of any party in interest, and shall be subject to a penalty of not more than $1,000 per day for each day the violation continues.
