WHEREAS, Virginia’s 13 electric cooperatives were founded in the 1930s and 1940s by local citizens who banded together to provide themselves with electric service in rural areas that were not profitable for large electric utilities to serve; and

WHEREAS, these member-owned utilities have always provided reliable service at reasonable rates because of their local presence and non-profit structure; and

WHEREAS, for more than 60 years, member-owned electric cooperatives have helped in numerous ways to improve the lives of the citizens of the Commonwealth’s rural and suburban areas; and

WHEREAS, Virginia’s electric cooperatives today provide electricity to some 360,000 homes and businesses in 64 of Virginia’s 95 counties, serving more than 900,000 Virginians in the Commonwealth’s rural areas and emerging suburbs; and

WHEREAS, during the destructive ice storms that struck central and eastern Virginia during the 1998 Christmas holidays, the men and women of Virginia’s electric cooperatives worked heroic hours and delayed their own holiday plans to restore service to thousands of households; and

WHEREAS, the Commonwealth’s member-owned electric cooperatives continue to represent their primarily residential and small business member-owners in a vigorous, responsible way, providing a voice for the rural customer “at the end of the line” and offering the expectation of continued reliable, affordable service for all of their member-owners; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend the management and the member-owners of Virginia’s member-owned electric cooperatives for their many contributions to the high quality of life enjoyed by the citizens of the Commonwealth.
