Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 56-480.3 as follows:

§ 56-480.3. Human operator assistance.

Every telephone company providing operator services within this Commonwealth shall enable caller access to human, nonautomated operators (i) prior to or in conjunction with the placing of a telephone call and (ii) by a means that is easily comprehensible and accessible.
