SUMMARY:
Youth gang reporting. Requires that upon the arrest of a juvenile and a determination that the juvenile is a member of a "youth gang", the arresting agency is to provide the State Police with the juveniles' name for entry into a Youth Gang File of the Virginia Crime Information Network (VCIN). The determination may be made based upon the juvenile's admission or an investigation. The bill defines youth gang as an on-going organization of three or more individuals, at least one of whom is a juvenile, having common characteristics.
