RESOLVED by the Senate, the House of Delegates concurring, a majority of the members elected to each house agreeing, That the following amendment to the Constitution of Virginia be, and the same hereby is, proposed and referred to the General Assembly at its first regular session held after the next general election of members of the House of Delegates for its concurrence in conformity with the provisions of Section 1 of Article XII of the Constitution of Virginia, namely:

Amend the Constitution of Virginia by adding in Article IV a section numbered 16-A as follows:

ARTICLE IV
LEGISLATURE

Section 16-A. Prohibited gambling activities; casino gambling.

The General Assembly shall not enact any law to authorize any form of casino gambling in the Commonwealth. Casino gambling shall include slot machines, banking card games, keno, and all forms of wagering games and devices not authorized by law in the Commonwealth on January 1, 1997. This section shall not be construed to repeal any law enacted prior to January 1, 1997.
