Be it enacted by the General Assembly of Virginia:

1. § 1. At its annual organizational meeting the School Board of the City of Richmond shall elect a chairman and a vice-chairman from among its members, and shall approve a designee of the division superintendent to attend meetings of the school board in the absence or inability of the superintendent to attend the meetings.

§ 2. With such funds as may be available for such purpose, the school board shall also employ a clerk, a deputy clerk, and counsel, and may employ or appoint such other staff and officers as it deems necessary. The clerk of the school board shall have such powers and duties as provided in § 22.1-77 or as otherwise provided by resolution of the school board. The vice-chairman and deputy clerk shall be empowered to act in all matters in case of the absence or inability to act of the chairman or clerk, respectively, or as otherwise provided by resolution of the school board.

§ 3. The officers and staff of the school board shall serve for a term fixed by the school board; however, such term shall not exceed the term for members of the school board employing or appointing such officers and staff. The term of the chairman and any vice-chairman and deputy clerk shall be one year. With such funds as may be available for such purpose, the school board shall fix the compensation of the clerk, deputy clerk, counsel, and such other staff as it may employ or appoint.

§ 4. The school board shall require the clerk and the deputy clerk each to furnish a corporate surety bond conditioned upon the faithful performance and discharge of their duties as such. The school board shall fix the amount of each bond, which shall not be less than $10,000. The premium for each bond shall be paid by the school board, with such funds as may be available for this purpose.

§ 5. No mayor, member of the governing body, other officer or deputy officer of the city shall be eligible for employment or appointment as clerk or deputy clerk of the school board.
