Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Chapter 3 of Title 12.1 a section numbered 12.1-12.1 as follows:

§ 12.1-12.1. Duty of the Commission to prevent cross-subsidization.

The Commission shall ensure that regulated electric and gas utilities do not use ratepayer funds to subsidize nonregulated activities.
