SUMMARY:

Consolidation of financial functions in certain cities. Provides that in the City of Virginia Beach (described by population) the ministerial aspects of the payroll, accounting and purchasing functions of the department of education and the city shall be consolidated and shall be coordinated by the city's director of finance.
