965562736Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 15.1-13.3 as follows:
§ 15.1-13.3. Consolidation of finance functions.
Notwithstanding any provision of law, special or general, to the contrary, the governing body of any city with a population of more than 350,000, may consolidate the ministerial aspects of the city's payroll, accounting and purchasing functions with those of the department of education, to be coordinated by the city's director of finance. Such a consolidation shall not be construed or implemented in any manner that would (i) divest the school board of its policy-making authority or its essential supervisory functions, or (ii) relieve the city or the school board of the legal obligation to manage and control their respective budgets.
