SUMMARY:
Prisons; inmate programs. Allows the use of inmate labor for public works projects via agreements with nonprofit civic organizations as well as allowing the Department of Correctional Education to enter into agreements with nonprofit organizations for the provision of services. Inmates currently can be used to provide labor to state agencies, counties, cities, towns or local commissions in the performance of public works as approved by the Director. The bill also provides for notice to the attorney for the Commonwealth in the governing body when the work is to be performed as well as notice to the victim.
This bill is identical to SB 320.
