SUMMARY:
School drop out prevention programs. Provides that from such funds as may be appropriated, sufficient funds shall be provided to hold all school divisions harmless by providing no-loss funding to maintain the level of funding for their drop out prevention programs on July 1, 1996, if the level of funding for the division's drop out prevention programs would be less than its level of funding for such programs in fiscal year 1995. The Board of Education is required to develop and implement by July 1, 1996, a funding mechanism to ensure that no school board is penalized in its state funding for reducing the drop out rate in its local school division.
