SUMMARY:

VHDA; financing of housing developments. Provides that certification of disapproval by a locality of a proposed housing development is not effective unless written notice is sent to the applicant for the proposed financing on or before the date the staff recommendation is sent to the local governing body. Provisions are also made for situations when there are no staff recommendations.
