Notwithstanding any other provisions of this section, the certification of disapproval shall not be effective unless written notification of the staff recommendation was sent to the applicant for the proposed financing, at the address specified in HDA's written notification, on or before the date on which such staff recommendation was sent to the local governing body; and in the event of such failure to send written notification, the executive director shall, for the purpose of making the finding required by this subsection, disregard such certification of disapproval.
