SUMMARY:
Powers and duties of the Governor. Authorizes the Governor to promulgate rules governing the employment of individuals hired for a specified term and to provide such employees health insurance. Such employees are not entitled to retirement benefits under VRS or separation benefits under the Workforce Transition Act of 1995, nor may they grieve terminations resulting from the expiration of the term of employment.
